All over the city, innocent people are being mysteriously abducted, never to be seen again. During his investigations of these incidents, Shinji Kido – an intern at the online news service ORE Journal – discovers one of the Advent Card decks at an apartment where every reflective surface has been covered by newspaper. He is soon sucked into the Mirror World, discovering the terrifying truth behind the disappearances: people are literally being pulled through mirrors by the monsters of the Mirror World so that they may feed. He is about to be killed by a powerful dragon named Dragredder when he is saved by Kamen Rider Knight: Ren Akiyama. Ren seeks to win the Rider War at all costs. He works with a young woman named Yui Kanzaki, who seeks her missing brother: the master of the Rider War, Shiro Kanzaki. Seeing Ren's strength, Shinji enters the Rider War not for the prize, but so that he may protect innocent people from the threat of the Mirror World, and stop the senseless fighting between the Kamen Riders. With Dragredder as his Contract Monster, he becomes Kamen Rider Ryuki.

It is based on the Kamen Rider tokusatsu TV show, specifically the very first incarnation which ran between 1971-1973. The player assumes the role of Takeshi Hongo, the first Kamen Rider, as he fights through the minions and kaijin (human-sized kaiju) of the evil organization Shocker in a series of brawler stages not unlike Final Fight or Double Dragon. The game can also be played co-operatively with a second player who plays as Hayato Ichimoto: the second Kamen Rider. At any time the two players can transform into their Kamen Rider personas, necessary for delivering the final blows on bosses. Kamen Rider was only released on the Super Famicom in Japan.

The game is being released as part of the 10th anniversary of the Heisei run Kamen Rider Series by Toei, TV Asahi & Ishimori Productions and features heavy tie-ins with the television series Kamen Rider Decade, whose protagonists use cards similar to those used in the game. It is played in a similar fashion to Sega's Mushiking and Dinosaur King games, and uses special Data Cardass cards released by Bandai.

The Masked Rider is a Japanese super hero, a man who has become genetically altered to be a man/grasshopper who rides a motorcycle. This FMV game adapts scenes from the movie Masked Rider ZO, and creates a Dragon's Lair style experience. The game centers around 10 battles of the film's 3 main characters. The player watches the video and hits the correct direction or button at the right time to achieve success. The visual cues of the movie suggest the correct buttons. For example, when the Masked Rider punches, the player should press the Punch button. If he dodges left on screen, the player should press the left direction pad. Correct timing hits the enemy harder, lowering their health bar. Failure reduces the players health.
