Each level of this abstract puzzler challenges the player to set up a network of pipes to allow an unspecified substance known as 'flooz' to flow through as many of those as possible. The pieces are offered in random order, and there are seven different types - straight lines going horizontally or vertically, corners rotating in each of the four directions, and cross-over pieces which carry the flooz straight across horizontally and vertically. Each of these can be entered from either side. When the flooz hits a gap, or a piece which the previous piece can't flow into, the pipe is finished. Before the flooz starts flowing from its randomly-selected starting position, the player has several seconds to start placing pieces. They can be put down anywhere. However a situation that can often occur is there will be a long and complex piping arrangement set up, yet a gap somewhere remains to be filled. Players are able to replace a piece with another in the same square (to make it easier to flow the flooz that way), but for a slight scoring penalty.

This game is primarily a platforming game in which Spider-Man fights against various enemies. Those can be stunned by Spider-Man's iconic web substance, but touching them or other hazards in the game world will decrease his health. Another important part of the gameplay is puzzles, mostly with the goal to deactivate some of Mysterio's gimmicks to clear the path. Spider-Man can climb walls and shoot grappling hooks.

Latverian president Dr. Doom is a terrible enemy, so when he hatches a plan to blow up New York City with a stolen Atomic bomb, one Marvel superhero is not enough to stop him. As the lavishly-drawn comic bundled with the game explains, Spider-Man and Captain America must join forces to go to Latveria and foil his plans. The main action in the game is a side-scrolling beat 'em up, in which you alternately control the two characters. They each have their own moves to deal with The Rhino, Electro and other foes. Moves are context-sensitive based on the distance between your character and the opponent. Energy bars decrease as you each take hits. After each section, you get comic-book sequences as a reward, and to set the scene of the evolving story.

The Zhodani and the Third Imperium, the two largest human societies in charted space, have been in conflict since first establishing contact in the year 500 (5018 on the Earth calendar). Each society's gradual expansion eventually led to an historic meeting in a backwater region of space known as the Spinward Marches. Although their human physical appearances were exactly alike, several fundamental differences existed between the two great powers. The Zhodani's political structure was strictly authoritarian, whereas the Imperium was governed by the rule of the Emperor, a classic aristocracy. As the Zhodani race evolved, the human brain's potential was explored and mastered until the use of powerful psionics was a way of life. Mind-reading, telekinesis, extrasensory perception and clairvoyance became common among the Zhodani. The Imperium disdainfully outlawed the use of any form of psionics, believing these strange powers to be an invasion of mental privacy. Also, because the Zhodani utilized their superior mental ability in everyday life, many Imperial traders and merchants grew suspicious of their motives and avoided negotiations with the Zhodani. The Imperial race, lacking psionics, saw its development grow along creative, artistic and emotional paths. And as with any creative society, wondrous achievement and joy was often coupled with imperfections and greed. The Zhodani - viewing the Imperial race as dishonest, morally corrupt, weak and insecure - lived highly structured and unemotional lifestyles. With two powerful societies so clearly opposed in political and social beliefs, confrontation was inevitable. As the Zhodani continued to expand into the Spinward Marches, many worlds were peacefully integrated into the Zhodani Consulate. However, several independent worlds resisted the Zhodani, believing that they would lose their freedom and be forced to live under restrictive rule. The Spinward Marches became an intergalactic 'hot spot' and the aggressive advances of the Zhodani led to the first of several conflicts known as the Frontier Wars, the first of which began in 589 - 89 years after the two great powers first established contact.
