Kinzie Kensington has been an exceptional hacker since she was old enough to read and type. Instead of letting her talents go to waste in prison, the FBI decided she’d be better off working for them, so she was put to work in the cybercrimes unit at 18 years old. Being stuck in a boring, dead-end job never sat well with Kinzie. She wanted action, excitement, and above all an outlet for punishing people violently. While she knows LEGION is a dangerous organization which needs to be stopped, she probably wouldn’t care as much if she wasn’t allowed to go out in the field. As an agent of MAYHEM, she gets high-tech gadgets, weapons, and a license to beat down anyone who gets in her way … or who she thinks may need a good kick in the ass. Also, the ability to spy on so many interesting individuals in the agency keeps her pretty happy during her downtime.

Combat even more evolved. A trial serum turned Lazarus into a deadly blend of woman and machine. She’s the peak of evolution, and she’s ready to challenge anyone (or anything) that says otherwise.

An eager soldier, Fatima Daoud’s ambition and ability got her noticed by M.A.Y.H.E.M. who recruited her as a field agent. Under the codename Dynamo, she worked for the agency as an advanced scout for new cities to determine the extent of L.E.G.I.O.N. activity. However, L.E.G.I.O.N. found Dynamo and led her into a trapped laboratory which was buried in a vault deep underground. An explosion left Dynamo with serious injuries, almost killing her. While she began to bleed out, Ariadne, unbeknownst to Dynamo, sauntered in and flipped a coin. The result was Ariadne injecting Dynamo with experimental nanites. The nanites rebuilt Dynamo into a merging of woman and machine, the next step along the evolutionary ladder. She was presumed dead by M.A.Y.H.E.M., though upon returning to The A.R.K. Persephone renamed her Lazarus and she rejoined the other agents in the field. Lazarus is on a constant quest to prove that she’s the top rung of the evolutionary ladder. As an agent of M.A.Y.H.E.M., she encounters an endless stream of competitors ready to challenge her for that distinction. While she’s evolved beyond her own humanity, she still has a great love and respect for humankind as a whole. M.A.Y.H.E.M. allows her to watch over those quirky human beings whose flaws and peculiarities continue to fascinate her to this day.

After the climactic events of Saints Row: Gat out of Hell, Gat is back in Seoul, the place of his birth. Gat’s been hard on the beat in this universe as a Lieutenant in Seoul’s police department, but the tragic events of Devil's Night left Johnny in a coma. After awakening almost a year later, Johnny discovers that all of the Seoul Metropolitan Police Agency have been wiped out and replaced with C.O.P. robot units. But Persephone Brimstone was aware of him, and immediately recruited him, recognizing his reputation for wanton destruction made him the perfect fit for M.A.Y.H.E.M.

Most Talans populating the world can be conversed with about a variety of topics. A large portion of the game consists of finding key characters and performing quests for them; some of these are optional, though most must be completed in an adventure-like linear fashion in order to advance the plot. Cutter is free to travel between the continents using special portals. Apart from exploration and completing quests, Cutter will also fight many guards and creatures. At his disposal are six futuristic weapons (railgun and others); ammunition for those guns is scattered around and can also be produced by mixing items. Aiming help is provided in the form of laser sights. Sneaking up to the enemy and punching him out silently is also possible. Gadgets such as a holo-decoy can be used to help Cutter gain the upper hand in combat. The player character can also jump, climb, swim, dive, crawl, and ride a local animal known as Twon-Ha for faster travel.
