Goal Storm '97 is a slightly improved version of the Japan-exclusive J-League Jikkyō Winning Eleven 97. It features 32 international teams, four different stadiums, 13 team formations, eight unique strategies, and a choice of Exhibition Mode, International League, International Cup, and Penalty Kick mode. It can be played as one or two players. It gained very high reviews, which considered it one of the most playable soccer video games on PlayStation at the time.

This game is the successor to the J-League Winning Eleven 2009 Club Championship and only features club teams (no national teams) and teams from both tiers of the J. League (totalling 36 teams). The game also features 118 foreign teams from the Premier League, Ligue 1, Serie A, Eredivisie, Primera División and a selection of teams from other leagues. This game will become the last edition of J-League Winning Eleven series.
